Undergraduate courses of not less than two years duration in colleges in List 1

You are not required to pay tuition fees for these courses if you meet the following eligibility criteria as at the date of entry to the course:

  • you hold EU nationality* or are a national of member country of the EEA or Switzerland or you have been granted official refugee status**
  • you have been ordinarily resident in an EU Member State for at least three of the five years preceding your entry to the course
  • you are not undertaking a second undergraduate course

The requirement at c. above may not apply where students who already hold a Higher Certificate/National Certificate or an Ordinary Bachelor Degree/National Diploma are progressing to an Honours Bachelor Degree course without necessarily having received an exemption from the normal duration of the course. In such cases, the student may be deemed eligible for free fees.

The requirement at c. above does not apply for ‘second chance students’. Students who, having attended but not completed approved courses, are returning following a break of at least five years in order to pursue approved courses at the same level in the 2009-10 academic year are deemed eligible for free fees.

With the exception of second chance students, tuition fees are not paid by the State in respect of students who are repeating a year of study, having failed their end of year exams or as a result of changing courses. The repeat fees are payable by the student. This exclusion may be waived, at the discretion of the college, where a student has to repeat a year due to certified serious illness. In such cases, the college will request documentary evidence that the student’s failure was as a direct result of his/her illness.

Students enrolling in undergraduate courses will be charged a Student Services Fee for each year of the course. This charge is separate from tuition fees. It is possible, if you meet the qualifying criteria, to have the Student Services Charge paid on your behalf or refunded to you (up to a current maximum of €1,500) through the student grant schemes.

*Irish nationals are included in this category. Time taken to acquire citizenship may be included as part of the residency period.
**Time taken to acquire official refugee status may be included as part of the residency period.
